Game can't start / crashes on Intel 13th & 14th gen CPU (13xxx / 14xxx)
This is an issue affecting the 13th & 14th generation Intel Core processors (such as the i9-13900K and the i7-14900K). The root cause has been confirmed by Intel to be rapid aging of clock signal circuitry in the chip due to a confluence of several other issues. This is actual physical wear of the chip itself, and once this deterioration has occurred, it is sadly irreversible.
This is unfortunately not something that we can fix on our end as it is a hardware issue (the chip needs to be replaced), you can read more about it here:

Examples of affected game include Expedition 33, Path of Exile, Warhammer 40K Darktide, Oblivion Remastered, Borderlands 4...
There may be a workaround by downclocking your CPU, such as with Intel XTU by lowering your Performance Core Ratio. Some users also reported that trying to start the game many times in a row end up working, but there isn't much we can do to help there. Changing the motherboard setting may also help increase stability.
